Eleven years after a Civic Amenity (CA) site was allotted by the BBMP to Holalkere MLA Chandrappa, reportedly for building a school, no school has yet come up and instead, hollow bricks and other construction materials have been stocked at the site, claims RTI activist BM Shivakumar.
“When BBMP was formed, Kengeri and surrounding villages were also included in it. Then, Bangalore Development Authority(BDA) allotted CA sites for building schools. Holalkere MLA Chandrappa applied for a CA site in Kumaraswamy Layout, but his application was rejected. He then reportedly wrote to then CM B.S. Yediyurappa and asked for an alternative allotment of a site in Kengeri for building a school,” the activist told News Trail.
Shivakumar also alleged that on oral instructions given by Yediyurappa, an order was sent to BDA to
allot the site.
“But Chandrappa’s application for a CA site in Kumaraswamy Layout was rejected by BDA,” said Shivakumar. Since BDA rejected the request, a notice was sent to BBMP to allot the site to Chandrappa and the CM invited objections to the proposal within 7 days.“But obviously BBMP can’t object to what the CM is saying,” opined Shivakumar.
According to him, in Feb 2011, the site was allotted to Chandrappa but no school has been constructed. “Legally a CA site allotment for public purpose cannot be cancelled. A board was erected in the plot mentioning that the site is for a BBMP Kannada school. But the board was removed recently,” he said.
Later locals of the area alerted Shivakumar and he filed an RTI. He added, “the plot was allotted for 9 crores 97 lakhs, but it is worth much more.''
