DSEL orders closure of illegal schools; issues strict guidelines

Bengaluru: The Department of School Education and Literacy (DSEL) has issued an order for the immediate closure of illegal schools.
Furthermore, block education officers (BEOs) have been instructed to publish information about all registered and recognised private schools under their jurisdiction to aid parents and stakeholders.
According to a circular released on January 9, officials are required to conduct site inspections within one week and submit reports to the BEO, confirming the closure status of these schools.
“Schools conducting advanced classes for grades VI to X will be given a final opportunity of 45 days to obtain permission in accordance with the set rules. If the management continues with classes, it shall be treated as unauthorised and students will be barred from the Students Achievement Tracking System (SATS),” warned the circular.
To safeguard children's future, the department cautioned schools, allowing fresh registration with proper affiliations.
Disqualifying violations include running unregistered schools, unauthorised curriculum teaching, shifting from State to CBSE Board, unauthorised sections or grades, unapproved changes in the medium of instruction, conducting classes for various boards without affiliation, and starting departments without competent authority approval.
Strict actions will be taken against institutions using non-state textbooks despite warnings. The circular also warns BEOs and DDPIs of consequences if illegal schools are found in their jurisdiction.
Minister Madhu Bangarappa previously disclosed over 1,600 illegal schools in the state, indicating phased closures and student transfers. Criticising the circular, KAMS expressed concerns about its lack of clarity, creating fear and confusion among schools and parents.
KAMS Secretary Shashi Kumar D feared potential corruption resulting from the circular.
