BTP to enforce new child safety norms for two-wheelers

Bengaluru, NT Bureau: In order to enhance road safety measures, the Bengaluru Traffic Police (BTP) on Friday announced new precautions specifically aimed at twowheeler riders travelling with children.

Starting from the second week of July, all children between 9 months and 4 years old must be securely seated in a child seat, and riders failing to comply with this rule will face strict penalties. This move follows a report by News Trail on June 10, which highlighted the alarming number of traffic violations in Bengaluru, exceeding 39 lakhs.

The report brought attention to the necessity of child safety harness belts for two-wheelers, prompting the Karnataka High Court to issue a notice to the State government in December last year.

The notice called for the enforcement of child safety measures, including the availability of child safety helmets and harnesses as stipulated by Rule 138(7) of the Central Motor Vehicle (Second Amendment) Rules 2022. The aforementioned rule mandates the use of safety harnesses for children on two-wheelers.

The safety harness is an adjustable vest with shoulder loops, ensuring that the child is securely attached to the driver of the vehicle. This measure aims to address the persistent issue of riders and pillion riders neglecting helmet use, which has been a major concern for traffic safety authorities.

The enforcement of helmet use is not just a legal requirement but a crucial step in protecting the lives of all road users. Following the News Trail report, the BTP has decided to take stringent action against violators. Riders, if found not using safety harness belts for their children will face fines ranging from Rs 500 to 1000, the BTP officials said.

This decision underscores the importance of child safety on the roads and the need for continuous public awareness efforts. Despite the central government issuing a notification on February 2, 2022, regarding the implementation of child safety measures, the plan has not been effectively enforced in Karnataka.

The Karnataka High Court has taken up this issue, giving the Transport Department time to submit a report on the measures taken for the implementation of the Safety Harness Scheme.
