BBMP releases new guidelines on community animals

Bengaluru, NT Bureau: The animal husbandry department of the Bruhat Bengaluru Mahanagara Palike (BBMP) on Thursday released guidelines on feeding of community animals, after consultations with important stakeholders like Resident Welfare Associations(RWAs).

The guidelines also comply with the Animal Birth Control Rules, 2023 and Prevention of Cruelty on Animals Act, 1960. This comes in the backdrop of unauthorised relocations of animals and reports of cruelty against dogs.

The BBMP guidelines apply to community feeders, RWAs and institutions like business parks and public places. Animals have five freedoms: Freedom from thirst, hunger, and malnutrition by providing fresh water and a diet to maintain full health; Freedom from discomfort and exposure; Freedom from pain, injury and diseases; Freedom from fear and distress; Freedom to express normal behaviour.

For community feeders, it is recommended to feed animals full and healthy meals and avoid gaps. Feeding of animals in the wee hours is allowed only when a police patrol vehicle is in sight.

Feeding biscuits or other high sugar products is not advisable, as it may make dogs hyperactive. For those living in apartments, RWAs are given the onus to set timings on feeding, walking pets and community animals in their limits.

Dwellers are advised to allow breeding only if it's being registered with the animal husbandry department. Cruelty, and illegal relocation are punishable. Finally, for animals in public institutions, mandatory vaccination and spaying of animals is required. Institutions are directed to supply drinking water and one meal everyday.
